General Information

The UCFE program provides unemployment compensation for Federal employees who lost their employment through no fault of their own. UCFE is administered by the states, the District of Columbia, Puerto Rico, and the United States Virgin Islands who act as agents of the Federal government. In general, the unemployment insurance (UI) law of the state in which the former Federal employee had his/her last official duty station in Federal civilian service will be used to determine eligibility for UCFE benefits. Accordingly, the same terms and conditions that apply to individuals eligible for regular state UI apply to UCFE claimants.

States vary in how they accept applications for UCFE benefits. The State will ask a federal claimant for:

Federal employers provide these forms to their employees upon separation. You will also be asked to provide identification (e.g., names/address, Social Security number), pay stubs, and/or a W2 form. Some states may ask for a number of pay stubs, sometimes going back 18 to 24 months, or more.

Not all State unemployment websites are created equal!

  • Some State websites are better than others. Some are easy to navigate and use; others are very difficult. Some provide information specific to federal furloughed employees; others nothing at all.
  • All States allow you file your claim online. However, some States require you to show up in person for verification.
  • All State unemployment websites function best when accessed using a laptop or tablet. Using your smartphone may not work.
